Counsel Services Activity

Counsel Services consists of five branches:

The Legislation, Communications, and Disclosure Branch monitors pending legislation, coordinates commentary on bills in the Legislature, and determines how such legislation could affect Division operations. It administers, updates or develops new content for the Division’s website, social media platforms, publications, and other tax guidance for the public and tax practitioners. The Branch also responds to Open Public Records Act (OPRA) requests, and safeguards confidential federal and State tax information..

The Grant and Credit Review Unit is responsible for reviewing and processing grants and tax credits for more than a dozen State business incentive tax grant programs. This unit works in conjunction with the Office of the State Treasurer and the New Jersey Economic Development Authority to administer numerous State business incentive grant and tax credit programs.

The Conference and Appeals Branch (CAB) conducts administrative conferences regarding disputed tax matters and works with the New Jersey Department of Law and Public Safety on cases in Tax Court involving the Division.

Regulatory Services responds to letter ruling requests and taxpayers questions. It also manages the Divisions rulemaking process and interprets tax laws for implementation.

The Office of the Taxpayer Advocate (OTA) assists taxpayers with State tax issues that were not resolved through normal channels or who are potentially facing undue hardship regarding matters before us.
